The Surge Implementation Sequence
Purpose
This artifact exists to show the execution sequence from intelligence gathering through measurement — so practitioners know what phase they're in, what outputs are required, and when to advance.
Execution Rule
Do not advance phases without completing the minimum outputs for the current phase. Each phase has a QA gate. Skipping gates creates compounding errors downstream.
